The previously established limits on foreign currency transfers abroad for Russian citizens and non-residents from friendly countries will be lifted.

Given the stability in the foreign exchange market, the Central Bank of Russia will lift the previously established limits on foreign currency transfers abroad for Russian citizens and non-residents from friendly countries, effective December 8, 2025.

From December 8, 2025, to June 7, 2026, the current restrictions will remain in effect:

Non-residents from non-friendly countries working in Russia may transfer money abroad up to the amount of their salary;

Non-residents from non-friendly countries not working in Russia and legal entities from these countries are prohibited from transferring money abroad. This restriction does not apply to foreign companies controlled by Russian legal entities or individuals.

However, these restrictions do not apply to money transfers from “Foreign” accounts to foreign accounts by foreign investors investing in the Russian financial market.

Banks from unfriendly countries can transfer money in rubles using correspondent accounts opened with Russian credit institutions if the payer and recipient accounts are opened with foreign banks.
